The world at the end of the 21st century: after a period of civil war, California has split off from the USA and turned into a totalitarian plice state, tightly controlled by the dictator Lou Baxter. Anyone who dares to oppose him is systematically tracked down and imprisoned without trial. Because of the ruthless clampdown by paramilitary police troopers, the prisons are overflowing; the prisoners live in degrading conditions.
They have only one way out - taking part in THE SHOW. It is the most important propaganda instrument of the Republican government; in it, the prisoners have to entertain a home audience by competing as "Team Outlaws" against the teams of The Show. The battlefield is an enormous artificial island, 20 miles off the Californian coast.
In the firm belief that they can regain their freedom by fighting against the Show teams, the prisoners head into battle. The chances of victory are minuscule.
To bring an end to the reign of terror, the democratic East sends its best agent, Frank Harris, to infiltrate the prison population. Disguised as an outlaw, he takes up the fight against Baxter and his Show teams.
The top agent's only help in the show is the attractive technician Dr. Helen Smith, with whose help the outlaws gain access to the technical facilities deep inside the artificial island.
A guerilla fight ensues, in the course of which the player beats Baxter's system with his own weapons: step by step the outlaws take overthe controls of the artificial world and uncover its secrets.
